Police arrested a taxi driver in 16th Street Heights on Sunday after a woman said he raped her and wouldn’t let her out of the vehicle.

The woman told police that she blacked out from drinking after getting into the van, and when she woke up, “the cab driver was on top of her penetrating her vagina with his penis,” according to a Metropolitan Police Department report. Police have identified the man as Yared Geremew Mekonnen.

The passenger became “hysterical” and pushed off Mekonnen, who then got into the front seat and began driving, according to the report. The woman reportedly begged him to let her out. Mekonnen, instead, began recording the incident with his phone and threw the woman’s phone out of the window. Police found her phone, with shattered glass, in the area.

The woman told police that she grabbed the wheel of the van and began screaming for help, which was heard by someone nearby. The witness, who was in another car, “forced the taxicab to stop” on the 4900 block of 16th Street NW, according to the report.

When police arrived, Mekonnen denied assaulting the woman and said she was crying and started scratching his face after asking to be driven to Silver Spring, according to a court document obtained by NBC Washington, which reports that the man lives in Silver Spring and the woman lives in Virginia.

Police arrested Mekonnen on the scene, charging him with second-degree sexual abuse, kidnapping, and destruction of property. He’s slated to appear in D.C. Superior Court on Thursday, according to NBC.
