Police said they arrested a man who had several guns and knives in his car near the White House around 7 a.m. on Sunday.

U.S. Secret Service officials said they initially stopped 37-year-old Timothy Joseph Bates, of Collierville, Tennessee, because he appeared to be urinating in public near the 1700 block of 17th Street NW, according to a Metropolitan Police Department report.

When approached by officials, Bates told them that he’d come to the White house to speak with National Security Agency Director Admiral Mike Rogers and Defense Secretary Gen Jim Mattis “for advice on missing paychecks and how to get the dog chip out of my head,” according to the report.

Police noticed that Bates’s 2009 Nissan had Fraternal Order of Police tags and asked if he had weapons in the car; he said yes and consented to an inspection.

Officers saw three gun cases in plain view and found nine guns, three knives, and brass knuckles inside of the car and trunk, according to the report.

They arrested Bates for numerous gun charges, including possession of a prohibited weapon and carrying a pistol without a license outside of home or place of business, among others.

He was taken a health facility for a mental observation, then to a police station for processing.
