A community liaison for Mayor Muriel Bowser was fired this month after a drunken brawl (in fact, more than one drunken brawl) at the Wilson Building on July 20.

Fox5 was the first to report on the incident, as well as the heavily redacted version of the police report that was released to media.

Around 6:30 p.m. on July 20, officers with the D.C. Protective Services Police—part of the Department of General Services that serves government buildings—were called to the John A. Wilson Building to address a disturbance allegedly caused by Russell Rowe, a Ward 3 liaison for Mayor Bowser. Rowe had been across the street drinking at a bar, and returned to the Wilson Building very intoxicated, according to the report.

Rowe then reportedly followed a woman into the elevator and told her that he was “going wherever you’re going so I can get a kiss.” He followed the woman onto her floor, where she notified her boss about Rowe, according to the report. When the supervisor confronted him, Rowe swung at him and missed.

After officers got involved, he reportedly yelled and cursed at them; when his coworkers tried to convince him to leave the property, he reportedly brawled with one of them on the ground on D Street. He also slammed his fist into the rear window of a car, damaging it and lacerating his hand in the process.

Eventually, officers had to handcuff Rowe and put him in leg restraints to keep him still, according to the report. He had to be taken to a hospital to treat his hand.

Those involved declined to file charges.

“An employee was involved in an incident at the Wilson Building last Friday. The employee was immediately placed on administrative leave and has received notice of termination,” LaToya Foster, a spokesperson for Mayor Bowser, said in an emailed statement to DCist.

Community liaisons are a part of the mayor’s Office of Community Relations and services. They are assigned to specific wards to address constituent concerns. Rowe was paid an annual salary of $52,530; it’s not clear exactly how long he was in the job.

Rowe completed the L.E.A.D. summer internship for Mayor Muriel Bowser and also worked as a community outreach assistant, according to a biography published in a Palisades neighborhood newsletter. It states he that graduated with a degree in exercise science from the University of Pittsburgh in 2012 and was working on a MS in occupational therapy at the University of Wisconsin before returning to “his hometown” of D.C.

Fox 5 reporter Marina Marraco was the first to report on the brawl. The Department of General Services initially gave her a heavily redacted version of the police report, with names and some details blotted out. It’s unusual for police incident reports to be redacted this heavily.

The Metropolitan Police Department says that it was DGS that provided the heavily redacted version. MPD provided DCist with the complete report.

DGS did not respond to DCist’s inquiries about why they provided such a heavily redacted report to Marraco. According to The Washington Post, city officials said the report was filled out improperly because contained it too many witnesses’ names.
