A Prince George’s County Police officer pleaded guilty in D.C. Superior Court this morning to charges of sexual solicitation, court records show. Officer Ian G. Lucas was charged with one count of sexual solicitation that occurred on November 10, 2018, and worked out a plea deal that allowed him to avoid arrest on the charges.
FOX 5 was the first to report on Lucas’s guilty plea. PGPD told the outlet that Lucas has been suspended with pay as a result of the charges. A spokesperson told DCist the department will release a statement on the charges later today, but declined to confirm Lucas’s employment status.
The charges are related to FOX 5’s report last year that a transgender prostitute was accusing two officers, one from Prince George’s County and another from the Metropolitan Police Department, with using their status as police to coerce her into performing sex acts in exchange for not arresting her. Both PGPD and MPD confirmed at the time that they were investigating officers as a result of the allegations.
“There is an allegation that an off-duty Prince George’s County police officer exchanged money for a sexual act while he was in his marked cruiser in the District of Columbia. The case is being investigated by Metropolitan Police,” PGPD told the outlet last year. “Our internal affairs division is handling the administrative investigation. Within hours of learning about the allegation, the officer was suspended with pay while the case moves forward.”
A video obtained by FOX 5 shows a plainclothes officer in a PGPD police cruiser arriving at Eastern Avenue, where one of the incidents is alleged to have taken place. The street on the border of D.C. and Maryland is a known gathering place for trans sex workers.
Lucas has entered into a deferred sentencing agreement, per court documents, which requires a guilty plea from the defendant that can be withdrawn after six months if certain conditions are met. If Lucas meets the conditions of the agreement, the charges will be dismissed with prejudice at the time of his sentencing in six months.
MPD tells DCist that the officer in its department remains on non-contact status as the case continues to be reviewed by prosecutors. Video obtained by FOX5 last year showed a man ostensibly engaging in a sex act with the prostitute wearing a D.C. Police polo shirt and no clothing below the waist. Sources confirmed to the outlet at the time that the man was a lieutenant in the department.
