Ward 2 Councilmember Jack Evans walks out of the D.C. Council’s hearing room.

In a unanimous statement, all 12 of Jack Evans’ former colleagues on the D.C. Council have publicly denounced the former councilmember’s decision to run for the Ward 2 seat he recently vacated to avoid expulsion.

The sitting members of the council said that Evans’ run “shows a willful and arrogant disregard for ethics and is not in the best interests of the District” in a joint message sent “in their personal capacity” from D.C. Council Chairman Phil Mendelson’s AOL account.

The disgraced longtime legislator resigned from office earlier this month. His colleagues had unanimously voted to recommend ousting him for committing multiple ethics violations, and he stepped down days before the final vote. Several investigations found Evans guilty of using his public positions as a councilmember and as chair of the Metro board to benefit clients of his private consulting company. Evans is also currently the subject of a federal probe for his relationship with a digital sign company (for a full rundown of the investigations into Evans, see here).

As the investigations into the former councilmember continued, many other candidates entered the race to replace him in Ward 2—six people threw their hat in the ring. Evans hadn’t faced a serious challenge in more than a decade for the seat he had held for nearly 29 years.

Then, just ten days after he officially stepped down from his post, Evans filed paperwork to run in both the special election to fill the seat he vacated, and the primary election.

Evans has not commented publicly on his decision to run again. He told DCist earlier this week that he would release a statement “at some point.” He has not returned a call seeking comment on the council’s joint statement.

When the news broke, other councilmembers immediately began taking Evans to task. Ward 3’s Mary Cheh told DCist his decision to run again was “the height of selfishness,” and several others tweeted calling it “outrageous” and “unbelievable.”

Now, in a rare statement addressed from every sitting councilmember, the council has publicly united against their former colleague’s run.

“All of us agreed to expel Jack Evans from the DC Council after an exhaustive investigation found numerous violations of our Code of Conduct. Mr. Evans resigned before we could formally vote to expel him last week,” the statement reads. “His decision to run for Ward 2 Councilmember again, which we do not and cannot support, shows a willful and arrogant disregard for ethics and is not in the best interests of the District. It is time to rebuild the public’s trust in the Council, which is why it is time to move on and focus on the issues that matter most to the residents and businesses of our city.”

Earlier in the week, Mendelson declined to say whether the council would renew its effort to expel Evans once again if he wins.
