A Maryland State Trooper fatally shot a driver during a traffic stop on the northbound lanes of I-95 in Howard County early Friday morning.
Around 2 a.m., the state trooper, a three-year veteran on the force, suspected that Julio Moran-Ruiz was driving a red Ford Escape under the influence, according to a preliminary investigation of the incident. State police say the trooper pulled Moran-Ruiz, a Hispanic male, over to the right side of the road.
Prior to approaching the car, the trooper called for backup. This is typical when a trooper believes the traffic stop could be a high-risk for them, according to the Maryland State Police policy.
When the driver refused to show ID, the trooper reached into the car to remove the driver’s keys from the ignition. Police say as the trooper reached in, the man began to drive away refusing to stop and dragging the trooper about 2,000 feet down the interstate. It was then, police say, that the trooper shot the man with his pistol.
Moran-Ruiz was pronounced dead at the scene by emergency personnel who responded to the incident. Police notified next of kin.
At a press conference later in the morning, State Police Superintendent Woodrow Jones III, said there is no policy that dictates if the trooper should have reached into the car for the keys.
“It’s the autonomy of the trooper’s discretion based on circumstances that they have at the scene at the time,” Jones told reporters.
The traffic stop procedures policy does state that “during high-risk traffic stops occupants will be ordered out of the vehicle; troopers should not approach the vehicle.”
Jones said the trooper was wearing a microphone to record the interaction between him and the driver. The microphone audio is connected to the trooper’s in-car dash camera. Dashcam footage of the incident is still being reviewed.
The trooper, whose name has not been released, is at the University of Maryland’s Shock Trauma Center for injuries he sustained. It’s unclear what condition he is in. The trooper and others who arrived on the scene as backup have been placed on administrative leave. An investigation into the incident is being conducted by the state police’s internal affairs division.
Traffic on the northbound lanes of I-95 is being diverted around the scene of the incident.
