On Wednesday afternoon, U.S. Capitol Police arrested a 71-year-old man who was parked near the Capitol and allegedly carrying a gun and 20 rounds of ammunition in his car.
The man was arrested and charged with carrying a pistol without a license, possession of unregistered ammo, and unlawful possession of a firearm misdemeanor, according to a USCP release.
Police identified the man as Dennis Westover of West Virginia.
Just after 1:30 p.m., a Capitol Police officer noticed Westover in a white Mazda parked in the middle of the intersection at Second Street and Washington Avenue SW, near the Rayburn House Office building, according to D.C. Superior Court documents. Westover left his car and the officer asked if there was a weapon in it — Westover told the officer he had a pistol in the center console, police said.
According to court documents, the responding officer heard Westover shouting to National Guardsmen behind the fence surrounding the Capitol grounds. When the officer asked what he was doing, he allegedly replied, “I wanted to see the fence that was around my Capitol,” police reported.
In the car, police found a 9mm black Sig Sauer handgun and 20 rounds of 9mm ammunition, per court documents. Westover told police the gun was not registered in D.C. but that he thought his West Virginia permit was “transferrable to D.C.”, and that he had it for protection.
Police also found “Stop the Steal paperwork” that had a list of both West Virginia state representatives and U.S. Congress members in Westover’s car, per court records.
The documents state that he told officers he was “concerned about the honesty and integrity of the election,” but that he “now listens to both sides.”
A D.C. Superior Court judge released Westover and set his court date for July 1, issuing a pre-trial stay away order.
Westover appeared to work in the elevator industry based on union documents the Daily Beast obtained, as well as a LinkedIn account in his name. A Facebook page in Westover’s name appears to show him as a MAGA supporter who attended the Jan. 6 riots, according to the Daily Beast. The account promoted the baseless claims that Trump won the November presidential election, making references to rallies for “righteousness, justice, and trust” to “stop the steal.”
While the House wasn’t in session Wednesday, the arrest comes as lawmakers and officers are still reeling from the Capitol insurrection just a few weeks ago. The National Guard is expected to remain in the area through mid-March and the barbed fence surrounding the Capitol grounds will stay up through at least February 8, though the Capitol Police chief has recommended that it stay up longer.
Officers are on high alert this month, and last week officers arrested a man near Union Station who allegedly had a 16-inch-sword, two knives, and a can of mace, according to an incident report. On Friday, a 37-year-old Texas man was arrested near the White House on weapons charges, allegedly telling officers he “needed information about the Oval Office.”
