The Washington Football Team will be required to submit regular reports on its implementation of workplace culture recommendations to the NFL for at least the next two years.

The National Football League is fining the Washington Football Team $10 million, after reviewing the results of a yearlong investigation into the team’s workplace culture.

“The Commissioner concluded that for many years the workplace environment at the Washington Football Team, both generally and particularly for women, was highly unprofessional,” an NFL statement announcing the fine said. “Bullying and intimidation frequently took place and many described the culture as one of fear, and numerous female employees reported having experienced sexual harassment and a general lack of respect in the workplace.”

Furthermore, the NFL statement said, the review found that these problems originated from ownership and senior management, who either ignored or sometimes engaged in the misconduct.

“This set the tone for the organization and led to key executives believing that disrespectful behavior and more serious misconduct was acceptable in the workplace,” the statement said. “The problems were compounded by inadequate HR staff and practices and the absence of an effectively and consistently administered process for reporting or addressing employee complaints, as well as a widely reported fear of retaliation.”

The investigation, conducted by lawyer Beth Wilkinson and her firm, began in July 2020 after reporting from The Washington Post detailed allegations of harassment and sexism from dozens of female employees of the team. Investigators interviewed more than 150 people. Owner Dan Snyder sat for two interviews.

“It is now clear that the culture was not what it should be, but I did not realize the extent of the problems, or my role in allowing that culture to develop and continue,” Snyder said in a statement posted by the Washington Football Team. “I know that, as the owner, I am ultimately responsible for the workplace.”

Though the NFL summarized the findings of the report, it didn’t release any further documentation publicly. Lawyers Debra Katz and Lisa Banks, who represent about 40 former team employees who say they were victims of misconduct while on the job, pushed back on the choice to not make more information public.

“Ignoring our requests that it make the report prepared by Beth Wilkinson public, the NFL has chosen instead to receive only an oral report of the findings and to fine Dan Snyder what amounts to pocket change,” Katz and Banks said in a statement. “This is truly outrageous, and is a slap in the face to the hundreds of women and former employees who came forward in good faith and at great personal risk to report a culture of abuse at all levels of the Team, including by Snyder himself.”

Snyder pledged to work to implement a series of recommendations detailed in the report and designed to improve the team’s workplace culture. The list includes developing protocols for reporting harassment and disciplining employees, conducting regular workplace culture surveys and trainings, hiring more women and people of color onto the staff, empowering the human resources and legal departments to investigate allegations of wrongdoing, and designating a human resources staff member to work with the cheerleading squad.

Snyder’s statement suggests that some of these projects are already underway, and points to “a new and diverse leadership team” as another positive development for the team’s culture. None of the team employees “identified as having engaged in misconduct is still employed at the club,” according to the NFL statement.

The release of the report’s findings comes on the heels of another significant leadership change at the Washington Football Team: Tanya Snyder will become co-CEO of the team alongside her husband.

Dan Snyder’s statement in response to the Wilkinson report included more details about how the couple will divide up leadership job.

“Tanya will assume the responsibilities of CEO and will oversee all day-to-day team operations and represent the club on all league activities,” Snyder said in the statement. “I will concentrate my time during the next several months on developing a new stadium plan and other matters.”

The NFL plans on checking on the new management’s workplace culture progress. For at least the next two years the league will require the team to report on its work implementing the report recommendations, the results of its regular culture surveys, and any complaints it has received.

Meanwhile, the $10 million in fine money will be donated to charities working to promote character, prevent bullying, and make workplaces inclusive of women “and other underrepresented groups,” per the NFL statement. The league said it will ask for suggestions for worthy D.C.-area organizations from the team.
