A second D.C. government employee has brought forth “serious allegations of sexual harassment” against John Falcicchio, a longtime confidante of Mayor Muriel Bowser, attorneys for the employee said Friday.

Falcicchio most recently served as the mayor’s chief of staff and deputy mayor for planning and economic development until he resigned in mid-March, shortly before it was revealed that an employee had brought allegations of sexual harassment against him. Both employees are represented by Debra S. Katz, prominent attorney of the Me Too era, and her colleague Kayla Morin.

Falcicchio’s resignation came as a shock (and final line of a Friday evening press release). Three days after Falcicchio quit, Mayor Bowser announced an investigation into her former top advisor, only offering vague details at the time, citing “privacy concerns.”

Just a few hours after the mayor’s press conference, Katz and Morin announced they were representing an employee of D.C. government who came forward to report “serious allegations of sexual harassment” against Falcicchio. “This behavior is longstanding and our client is cooperating fully with the investigation, which Mayor Bowser initiated immediately,” the attorneys said in a March 20 press release. “Our client is courageous. She came forward to ensure accountability and protect other women.”

At that time, Katz and Morin encouraged anyone else affected by Falcicchio’s alleged predatory behavior to contact the Associate Director of the Mayor’s Office of Legal Counsel, Maia Ellis, who is leading the investigation into sexual harassment complaints. The Office of Legal Counsel became responsible for the investigation because the offices that are designated to, the Office of the City Administrator and Department of Human Resources, did not have sexual harassment officers at the time.

Nearly two weeks after the first D.C. government employee came forward, a second employee went forward with her own complaint against Falcicchio.

“Her allegations are extremely disturbing and reflect a longstanding pattern of sexual harassment and predatory behavior by Mr. Falcicchio,” say Katz and Morin in a statement released today.

Katz and Morin again encouraged anyone else impacted to contact the Associate Director of the Mayor’s Office of Legal Counsel, Maia Ellis, at Maia.Ellis@dc.gov. The office did not immediately respond to request for comment. Neither did Falcicchio, who has declined to comment publicly since his resignation.
