Joel Caston has been incarcerated for 26 years and just won the election for a seat on a Ward 7 ANC.

The ANC seat for a district including the D.C. Jail has gone unfilled for almost a decade, but now five candidates are looking to claim it — and they’re all incarcerated there.

Two D.C. Council bills up for consideration next month have prompted citywide discussion about the role of ANCs and the challenges they face with limited resources.

“There are these endless barriers put up against all of the normal life milestones that non-disabled people, people that don’t need help with their activities of daily living, just take for granted.”

The D.C. Police Union said Anthony Lorenzo Green was making a “veiled threat.”

They say the benefit puts cars before public transportation and biking at a time when the District faces increasing traffic deaths. 

Some local representatives want to commemorate the journalist who U.S. intelligence concluded was assassinated at the orders of the Saudi crown prince.

The proposed changes include paying commissioners per meeting, calling on ANCs to produce yearly performance reviews, and setting up an ANC hub in each ward.
