Just a few hours after power was restored to parts of D.C. hit by a blackout yesterday, thousands of residents in those same neighborhoods are once again in the dark on a hot, sweltering day.

An electric cable serving the western end of the National Mall was damaged last night, causing a blackout at the Lincoln Memorial, the Korean War Memorial and other areas around the Reflecting Pool.
