Prosecutors concluded that there was insufficient evidence to “prove beyond a reasonable doubt that the officers used excessive force under the circumstances.” 

Hylton died Monday, three days after a moped crash following a police pursuit in Brightwood Park.

After the D.C. Council passed emergency police reform in July, the city started releasing body-camera footage from a small number of fatal incidents.

The incident took place near Catholic University last week.
