Arlington County is planning to launch a body camera program for its police officers, sheriff’s deputies, and fire marshals.

The bill, prompted by the 2017 shooting death of Virginia resident Bijan Ghaisar by two U.S. Park Police officers, also would prohibit the use of chokeholds and lower legal standards to pursue criminal and civil penalties for police misconduct.

The bill was passed despite a debate over police officers’ rights to view body-worn camera footage before writing their initial reports.

Most video taken in public places would be subject to FOIA requests.

Mayor Muriel Bowser has promised to expand the program. But who actually gets to see the footage has become a major point of contention.

165 police officers throughout the District will be wearing them, per MPD’s new pilot program.

The mayor is expected to announce the details of the plan on Wednesday morning.

And plan to send a petition to Mayor Vince Gray, the D.C. Council, and MPD Chief Cathy Lanier.
