UPDATE (7:00 p.m.): According to Patrick Madden, WAMU reporter, Councilman Jim Graham is saying the intended target is the same target of a shooting in February that killed 18-year-old Lucki Pannell as she was sitting on her porch in Columbia Heights. Bright Spots in the Caribbean Carnival

Yesterday’s violence will undoubtedly tarnish the city’s memory of this year’s Caribbean Carnival. Most stories about the festival today predictably chronicle Saturday’s brutal events, but before the day’s unfortunate shift, crowds of people came out on a summer day to celebrate culture, to revel in the flamboyant sway down Georgia Avenue, to indulge in good food, and, quite simply, to enjoy their friends and neighbors.

An unidentified man was shot around 2:40 a.m. last night inside Joe’s Restaurant on 9th Street NW, right next to popular local bar and music venue DC9. The man later died at an area hospital.
