The redevelopment of Kenilworth Courts was supposed to bring jobs and peace to the residents who have long called the public housing complex home. But it didn’t go as planned.

Keith Pettigrew, who currently runs Alexandria’s public housing agency, will take the helm of a beleaguered DCHA on Nov. 1.

Dorian Jenkins,comes to the DCHA from consulting firm Nan McKay, a company with deep ties to public housing authorities across the country.

Families braved long lines and, in most cases, years’ worth of waiting for the chance to check their eligibility for a public housing unit.

New — and newly enforced — policies include guidelines on DCHA’s waiting list, pet and guest policies, and income certification procedures.

The Temple Courts public housing complex was demolished in 2008 with promises that it would be rebuilt and residents could return. The process has taken years longer than originally hoped.

The legislation comes as an alternative to a widely criticized bill introduced by Mayor Bowser and Council Chairman Mendelson last week.

Most DCHA vouchers are federally funded. D.C.’s small investment in local vouchers, in addition to other housing programs, aren’t keeping up.

DCHA’s board of commissioners voted not to require a photo ID for people seeking housing vouchers. Then the agency issued guidance to the contrary.
