The press secretary to Ward 2 D.C. Council member Jack Evans has been found dead in Baltimore Harbor, NBC4’s Tom Sherwood is reporting. Desi Deschaine, 29, reportedly was on a boat outing with friends on Sunday in the harbor, but was only reported missing to police after he didn’t show up to work Monday morning.
