Antonio Dockery is the third person to die in the custody of the D.C. Department of Corrections this year.

Former D.C. corrections officer Marcus Bias allegedly pushed a person’s head into a metal doorframe while they were held pre-trial.

The order mandates that inmates receive medical care within 24 hours of reporting symptoms and get access to legal calls, among other requirements.
