An income-based incentive program will issue rebates to residents for the cost of their e-bike.

Most of the rules go into effect right away, except for the rule to require scooters be locked to racks. That would go into effect in October 2021.

The city could have as many as 16 different scooter and e-bike fleets on the road next year.
