The three states blame Pennsylvania and New York for not doing enough to keep pollution out of the bay, and say the EPA should hold them accountable.
Attorneys general from the three jurisdictions say the EPA is not enforcing the bay cleanup agreement.

Heavy downpours are expected, and the National Weather Service has issued a Flash Flood Watch for most of the metro region.
