State Sen. William C. Smith Jr. wants to ban police in Maryland from using chokeholds or strangleholds, and to require departments to identify officers who use deadly force.

Career prosecutors could not prove that the officers violated the 25-year old’s civil rights, DOJ officials say.

Six officers were originally accused of Gray’s death. None were convicted.

This is the third verdict and acquittal involving Gray’s death.

A judge found Officer Caesar Goodson, Jr. not guilty of second-degree murder—the most serious charge facing six officers in Gray’s death.

Edward M. Nero was acquitted of four charges.
