The count comes after dozens of tent encampment clearings by the D.C. government. Those residents are typically represented by the count.

The program has surged in demand amid a troubling cocktail of economic conditions for renters.

“We know that having access to that shelter would be a life saving resource for people in the neighborhood,” one West End resident says.

If a student is denied enrollment or resources by an individual school, they can appeal to the school system and state. But not all parents are aware of these rights.

Supervisor Pat Herrity says his office continues to receive complaints about people who panhandle, but the legal and social implications of anti-panhandling ordinances are far-reaching.

“This never happens. It’s pretty unprecedented to see an increase across the board.”
