D.C.’s Single Family Residential Rehabilitation Program is designed to keep low-income residents in their houses. But some homeowners watch damages get worse. Others die waiting for fixes.

And between 1990 and 2015, D.C. saw a 10 percent increase of Latino homeowners, which ranks it fifth nationally among these households in Trulia’s report.
