Police identified the arrested driver as 45-year-old Gerard Derrick James of Baltimore, Maryland.
Police have identified the women as 61-year-old Monica Adams Carlson and 85-year-old Cora Louise Adams. The pair were mother and daughter.
She’s in critical condition.
