The bill would extend the District’s lease of the site and allow the city to redevelop it for housing, retail, and sports facilities — and potentially a new football stadium.

The future of the soon-to-be open land is unclear. Bowser says they still need to obtain control of the space from Congress in order to build anything new for the District.

The city’s sports and convention authority is not permitted to spend any money in fiscal years 2019 or 2020 to buy the RFK campus from the federal government or otherwise attempt to lure the NFL to D.C.

The site — now called The Fields at RFK Campus — has three soccer fields, a playground and an outdoor events venue.

“The bill won’t be controversial,” says D.C. Delegate Eleanor Holmes Norton. “What’ll be controversial is some members will wonder about the team.”
