Federal and state prosecutors say Roy McGrath tricked a state board into giving him a $233,000 severance package.

A bipartisan committee voted 23-0 to subpoena Roy McGrath, the former executive director of the Maryland Environmental Service who left the job to serve as Gov. Larry Hogan’s chief of staff.
