The new requirement is meant to address complaints of scooters blocking sidewalks, but bike advocates worry they’ll crowd existing bike racks.
A new device that beeps at Spin scooter users if they ride on sidewalks is in the pilot stage, with no concrete plans yet on whether it will be fully rolled out to the company’s 3,000 scooters in D.C.
More than 25 parking areas are spread out across the National Mall, Tidal Basin and East Potomac Park, and among the Washington, Lincoln, Washington and Jefferson memorials.

New Bill Approved By D.C. Council Requires Scooters To Be Locked To Racks, Limits Speeds On E-Bikes
Most of the rules go into effect right away, except for the rule to require scooters be locked to racks. That would go into effect in October 2021.
At least one scooter was seen just outside a smashed window of a business in Georgetown on Sunday morning.
They will place 100 of them around the city.
