City Council will debate a topic they have batted around for the better part of two years –- the possibility of imposing a smoking ban or some similar legislative measure upon the restaurants and bars of the District. They’re part of a massive campaign by the America’s Legacy Foundation, a group funded by the giant 1999 tobacco settlement between the states’ attorneys general and the cigerette companies to encourage people to quit smoking.
