Travis the “Trombone King” took his group, the Experience Band and Show, from the streets to the stage in just two years.

Musicians say the D.C. Council still isn’t listening to them, but the chairman says the current bill is a “starting point.”

“I feel absolutely fantastic,” says one musician after the bill didn’t see a vote.

The previous version of the bill included a potential punishment of up to 10 days imprisonment for violating the noise regulations.
