“Commission meeting rules pertaining to testifying are an administrative action,” DCTC spokesperson Neville Waters said in an email. “Speakers are advised to provide written testimony when they register to testify. The Commission may elect to waive the condition.”
Members of said Taxi Operators Association will hold a rally outside One Judiciary Square before the monthly D.C. Taxicab Commission meeting, presumably, to discuss their issues with the modernization requirements.

Through a complaint and a motion for a temporary restraining order and preliminary injunction filed today in D.C. Superior Court, the Association seeks to delay the implementation of modernization regulations, claiming that some drivers have been placed on an “indefinite waiting list” to install dome lights.
With the Teamsters behind them, a group of D.C. cab drivers gathered outside the Wilson Building to continue their fight against what they see as the problematic rollout of modernization efforts and to get Mayor Vince Gray’s attention.
