A representative for the police union says officers are willing to embrace changes.

Some community groups took issue with the study’s methodology.

The lawsuit argues that the changes to the use of force policy passed last year, including a prohibition on neck restraints and no-knock warrants, should be subject to collective bargaining.

The Metropolitan Police Department’s use-of-force incidents dropped after steady year-to-year increases starting in 2015.

In 2017 and 2018, out of the 110 no-knock warrants served each year, nearly 40 percent were for drug possession and distribution.

The incident comes as protests against police brutality continue in D.C. and around the U.S.

“We recommend that MPD takes a real, hard look at the training that goes around use of force,” says Rochelle Howard, the deputy director of the Office of Police Complaints.

But the department still has some “significant deficiencies” to address.
