Currently, if a pedestrian or cyclist is found to be even one percent at fault in a crash, they cannot recover damages.
The driver of a pick-up truck who was caught on tape verbally harassing and then striking a cyclist in an August 2011 incident will perform community service and attend anger management courses in exchange for having charges against him dropped.

Bike DC Canceled Without Permits From D.C. and Park Service, Delivering Financial Blow to WABA
Cyclists anticipating that warm spring day when they can enjoy 24 miles of car-free roads through Arlington and D.C. will have to look elsewhere this year, because the annual Bike DC organized ride has been called off.
A bill introduced today would apply tough penalties to drivers who fail to yield the right-of-way to cyclists trying to share the road.
