WJLA brings our attention to this YouTube video, titled “How the Washington DC Police lock up Black Man” by the person who uploaded it, which shows Metropolitan Police Department officers arresting a 27-year-old man who police say is suspected of breaking into an apartment.

It’s pretty tough to see clearly at the beginning of the video. It starts with the suspect running, and then being caught and handcuffed on the ground by two officers. A fence obscures what happens next, but it looks like one of the officers may have hit the suspect in the head and then used his knee to keep him on the ground. The officer can be heard taunting the suspect, yelling “how’s that?”

The next part is easier to see. A female officer bounds toward the men and appears to yell at them to stop. The handcuffed suspect is brought to his feet and walked maybe 15 feet from where we was detained. It then looks as though the suspect and one of the officers exchange heated words. The officer then grabs the suspect’s head and appears to attempt to choke him.

WJLA’s story doesn’t include any indication of a response from the MPD. Most of the YouTube commenters seem to agree that while this doesn’t look great, it’s pretty hard to make a call that this is excessive force just based on this video. I’m inclined to agree. The officers didn’t do everything right, but it also sounds like the suspect was shouting and swearing at them and egging them on. Nowhere near a clear-cut case of the Rodney King variety, but unsettling nonetheless.
