Yesterday, the third annual autumn gathering of the District’s dandiest tweed aficionados — now numbering around 900 strong — took over the streets of Washington, winding in and out of boxy office buildings and around Meridian Hill Park as participants sported quaint traffic signs reading “merci” and plenty of bowties.
