Photo by ssteege1.William Shelton, a former Ward 5 ANC commissioner who spent $28,000 of city funds on himself, was sentenced today to 30 days in jail and 150 days of home confinement, according to a press release from the U.S. Attorney for D.C.
Shelton’s theft was significantly less clever than that of his colleague, former Ward 5 Councilmember Harry Thomas, Jr. Shelton, who chaired ANC 5B, didn’t try to conceal the provenance of the funds or even pretend that he was using them for official business—he used an debit card for the ANC’s bank account to make over $27,000 in withdrawals and close to $1,400 in purchases. All of the city’s ANCs—Advisory Neighborhood Commissions, the most local of our elected officials—are given city funds on an annual basis to use for their constituents.
He pleaded guilty to the crime in January. He’ll serve his 30 days in prison on weekends, be confined to his home for 150 days thereafter and serve 24 months of probation. On top of that, he won’t be able to open new lines of credit with approval, will have to pay back the $28,000 he stole and shell out another $28,000 to the government.
Thomas, who is accused of stealing more than $350,000 from D.C., will be sentenced next week.
