More details are emerging from Wednesday’s shooting outside of a Payless ShoeSource in Northeast D.C.

According to documents filed with the D.C. Superior Court, Victor Leon Coley, the man accused of shooting four people in front of the shoe store on the 3900 block of Minnesota Avenue NE, allegedly had a target in mind when he went on his shooting spree. The Post reports that police said Coley “had been seen arguing” with one of the victims prior to the shooting. That man, according to police reports, was shot twice in the back. The police report also states that a “41-year-old bystander was shot in the back of the head and chest during the incident.” A Metropolitan Police Department public information officer tells DCist that all four victims are in stable condition.

Police arrested Coley on Wednesday at his residence at 3536 Clay Place NE, at about 1:15 p.m. and are charging him with four counts of assault with intent to kill. Currently, Coley is being held with no bond until his preliminary hearing on Tuesday, November 19.
