Of the 358 complaints filed against Metropolitan Police Department officers last year, 66 were sustained and 75 are still open, according to an annual report. Insufficient facts were cited in 119 cases, 38 were ruled unfounded, 30 were exonerated and 16 were dismissed/justified.
Most of the alleged misconduct involved poor or lack of police service (63 cases), while 53 cases alleged officers were rude or unprofessional and 50 alleged abuse of authority.
There were 34 allegations of force, including six allegations of a punch and three of a kick, and 29 harassment allegations. Six cases alleged racial profiling.
Twenty-three officers received two complaints, while just five citizens filed two complaints last year. One person filed three.
There were 3,984 sworn members of MPD in 2013, 78 percent male and 57 percent black. The majority (80 percent) are officers or detectives.
Officers intentionally discharged a firearm at a person or people 16 times in 2013, with five fatalities reported and seven injuries. Six accidental or negligent firearms discharged occurred last year.
