As the days of the Gray administration are winding down, mayor-elect Muriel Bowser is beefing up her administration to take over on January 2. Today, she announced three new appointments to her administration: Kevin Donahue as Deputy City Administrator; Brenda Donald as Deputy Mayor for Health and Human Services; and Jennifer C. Niles as Deputy Mayor for Education.
The announcement of these three appointments, which Bowser made at the McKinley Technology Education Campus this morning, follows Bowser’s recent appointment of Rashad Young as D.C.’s next City Administrator.
As the Deputy City Administrator, Donahue, who comes from the Obama administration as the Director of the U.S. General Services Administration’s Performance Improvement Council, will be Young’s principal deputy. According to a release, he’ll “[b]e tasked with bringing an innovative and data-driven approach to the oversight and coordination of government operations and public safety agencies.”
Donahue will also assume the responsibilities of the Deputy Mayor for Public Safety, a position, which will be eliminated in Bowser’s administration, currently occupied by Paul Quander Jr.
Donald, Bowser’s appointee for Deputy Mayor for Health and Human Services, comes the D.C. Child and Family Services Agency, where she serves as Director. As the Deputy Mayor for Health and Human Services, Donald “will be charged with making sure that residents of all ages receive the services they need to lead healthy and productive lives in the District of Columbia.”
As the Deputy Mayor for Education, Niles will work alongside DCPS Chancellor Kaya Henderson to help improve education in D.C. and, as noted in a release, help increase the collaboration between DCPS and Charter Schools. Working with charter schools is familiar territory for Niles; she founded and was the head of E.L. Haynes Public Charter School, which DCist recently profiled.
In addition to her three appointments, Bowser announced that she’ll be keeping Henderson and Metropolitan Police Chief Cathy Lanier on, saying that they’ll “continue to provide critical leadership to the District.” Additionally, Bowser also announced a new position for her administration, the Deputy Mayor for Greater Economic Opportunity, which will focus on economic development in areas east of the Anacostia River.
