A D.C. man has pled guilty to charges that he took cell-phone videos of women undressing in their homes, a release from the U.S. Attorney’s office says.
Former State Department official Daniel Rosen, 45, pled guilty in a D.C. Superior Court to six counts of voyeurism and five counts of stalking. Each count carries a maximum penalty of one year, as well as potential fines.
From 2012 to 2014, Rosen used his iPhone—sometimes pressed up against windows to find small openings between blinds—to record women in “various stages of undress” in their apartments in Mount Pleasant, the U Street corridor, and Adams Morgan.
At times, the release says, he would have his dog with him as cover. The women all lived in basement apartments that faced isolated alleys. The women believed, according to evidence submitted at the plea hearing, that their windows were shielded from outside view because of blinds, curtains, or because their windows were behind fences or down a series of steps. This did not stop Rosen from hiding in the shadows with his phone.
Rosen’s sentencing is set for Oct. 9.
