“Trump is treason!” a protester on Capitol Hill yelled as President Donald Trump and Senate Majority Leader Mitch McConnell walked by, throwing Russian flags at them. “Why are you talking about tax cuts when you should be talking about treason?”

The man, identified as 36-year-old Ryan Clayton of Sterling, Va., was arrested by Capitol Police and preliminarily charged with unlawful conduct, according to a statement from the law enforcement agency.

Trump was on Capitol Hill for an hour-long meeting with Senate Republicans to discuss tax reform.

Clayton is the president of Americans Take Action, a group calling for the impeachment of Trump. He’s previously tricked attendees at the Conservative Political Action Conference into waving Russian flags that said “Trump” on them.

He stood with the press pool before his protest began, a decision that some journalists say could make Capitol Hill reporters’ jobs more difficult.
