An off-duty Pentagon Force Protection Agency police officer fatally shot two people after he suspected he observed a break-in of a vehicle.

Update: The names of two Maryland residents killed by a Pentagon police officer were released by Takoma Park Police Thursday.

Dominique Williams, 32, of Hyattsville and James Lionel Johnson, 38, of District Heights were shot and killed by the officer early Wednesday morning. The officer told Takoma Park police that he fired his gun after witnessing what he thought was a vehicle break-in. The Takoma Park Police and the Pentagon have not released the name of the officer.

According to the Washington Post, the officer joined the Pentagon Force Protection Agency in 2019, and previously served in other federal law enforcement and military roles. The Post reports that Takoma Park Police officials said that at least three other people were involved in the initial encounter, and that the officer engaged with an “unspecified” number of people about the potential break-in he thought he observed. A Takoma Park Police Department spokesperson declined to provide further detail to DCist/WAMU beyond the names of the victims. A spokesperson for the Department of Defense did not immediately return DCist/WAMU’s request for comment.

During a virtual press conference on COVID-19 updates on Thursday, Montgomery County Executive Marc Elrich called the killings “troubling,” but said he did not have information beyond what has been published in news releases.

“You can’t shoot people for property crimes, you can’t do that,” Elrich said. “It’s really disturbing. He had no authority, as I understand it, in Montgomery County. The idea that he drew his gun as opposed to pick up his cellphone and call the police, which is the more appropriate response, is troubling.”

Original: An off-duty Pentagon Force Protection Agency Police Officer shot and killed two individuals early Wednesday morning in Takoma Park, Maryland, according to the Takoma Park Police Department.

Shortly after 5:00 a.m. Wednesday morning, Takoma police responded to “multiple” reports of gunfire in the parking lot of the Takoma Overlook Condominium on New Hampshire Avenue. According to the department’s statement, the off-duty Pentagon officer told police upon arrival that “he observed what he thought was a car being broken into.”

He fired shots as two individuals attempted to drive away in a vehicle, according to the police statement. Both people arrived at Prince George’s Hospital “shortly after the incident” with gunshot wounds, according to the department’s statement, and later died of their injuries.

The Takoma Park Police have notified the Pentagon Force Protection Agency, and are investigating the shooting with the Montgomery County State’s Attorney’s Office. The department declined to respond to DCist’s request for additional information and details regarding the circumstances of the shooting, the names of the officer or the victims, and whether any arrests have been made.

The Pentagon Force Protection Agency did not immediately respond to DCist’s request for comment.
