It’s not because discrimination is over.

There are multiple proposals underway to modernize how D.C. deals with record sealing.

D.C. Council unanimously passed two bills from the Judiciary Committee on Tuesday.

It is modeled off D.C.’s 2014 legislation that banned employers from looking at a job applicant’s criminal history before extending an offer.

D.C. has some of the highest complaint rates in the country, which experts believe is correlated to the implementation of the law rather than the District having more violations.

Federal employers will not be able to ask job applicants early on whether they’ve ever been convicted of crime.

The Office of Human Rights is doing outreach to help returning citizens understand the new law.

An employer may only ask about an applicant’s criminal history after a conditional offer of employment has been made.

That part was taken out in committee.

An estimated 60,000 people in D.C. have a criminal record.
