The digital IDs promise to offer the convenience of not bringing a wallet along, but they may also spur confusion as the new technology rolls out.

Only D.C. and two states currently prohibit a driver from renewing their license if they owe the government money — including unpaid parking and traffic tickets. There’s a push to change that.

“People need to be able to drive to the doctor, take their kids to school and drive to work without fear of being prosecuted,” the bill’s lead sponsor says.

The D.C. DMV will start offering a third option for gender, “X,” on Tuesday, the first jurisdiction in the country to do so.

D.C. has revoked licenses since 1992.

A bill mandates a “substantially equivalent” process for undocumented immigrants to get a license and that the DMV provide free resources for low-income residents if it enacts a mandatory training requirement.

The private classes are not affordable, some residents say.

“We think this will be historic,” Mayor Gray told those assembled in the basement of the Wilson Building. “We won’t be the first, but we’re among the select few.”

The bill will allow the DMV to issue a driver’s license, learner’s permit, or identification card to undocumented D.C. residents.

Councilmembers Jim Graham (D-Ward 1), Tommy Wells (D-Ward 6) and David Grosso (I-At Large) voted against the two-tier system.
