Parts of the proposed bill already exist in police orders or municipal law, but advocates say additional teeth are needed to prevent and prohibit police chases.

The report focuses on the department’s handling of the deaths of four Black men between 2018 and 2019, and questions the department’s need for force in the first place.

This isn’t the first time the family has filed a lawsuit against the District over the death.

“I was grieving the loss of my son, preparing for his funeral arrangement with family and friends, and it was like a traumatizing situation, for someone to just barge into our yard with no communication,” Denise Price says.

The search happened in the backyard of the family home of Jeffrey Price, the 22-year-old man who was killed in May when his dirt bike collided with a police cruiser.
