This is the second lawsuit against D.C.’s Clean Hands Law in under a year.

The Street Vendor Advancement Amendment Act of 2023 will decriminalize vending without a license, create vending zones, and waive unpaid civil citations related to licensing.

If the bill passes, D.C. will become the third major city – along with New York and Los Angeles – to overhaul its street vending licensing regulations.
