The District would join a small number of jurisdictions — including neighboring Hyattsville and Takoma Park — that lets non-citizens vote.

“It is a clear need for residents in the District, and we’re addressing it,” says General Counsel Betsy Cavendish.

“We must ensure that all District residents can take advantage of their federal and constitutional rights,” the mayor said in a statement.

They must make an appointment months in advance to get a limited-purpose license.
