Come April 23, D.C. residents will have the chance to vote in a referendum on whether or not the city amend the Home Rule Charter to give itself more control over locally raised funds. But according to Roll Call, that may not even be necessary, as Rep. Darrell Issa (R-Calif.) is said to considering including budget autonomy language in a resolution that would come up for a vote as early as next month:

In a brief interview with CQ Roll Call, Rep. Darrell Issa said Tuesday that he would advocate for including language unlinking the District’s budget from the congressional appropriations process in any continuing resolution to fund the government through fiscal 2013.

“We expect to have a dusted-off, slightly changed approach ready for the CR,” said the California Republican, who is chairman of the D.C.-focused House Oversight and Government Reform Committee.

Issa has been supportive of allowing D.C. more flexibility in spending its own money since mid-2011, and later that year he introduced a bill that would do just that. The bill maintained the longstanding prohibition on the spending of local dollars on abortions, though, leading D.C. officials to reject it. Since then, they have sought a clean budget autonomy bill.

The timing and likelihood of such an effort remain up in the air. Either way, the budget autonomy referendum is set to take place in April 23.
