A man detained at the D.C. Jail died Wednesday after being found unresponsive in his cell, according to the D.C. Department of Corrections.

Roy Tatum, 47, was found in his cell around 2:55 p.m. and pronounced dead around 3:40 p.m., according to a statement from DOC.

DOC did not provide a cause of death; typically, the Office of the Chief Medical Examiner determines one following an autopsy. Such determinations can take up to 90 days. D.C. police and the DOC Office of Investigative Affairs are also investigating the incident.

“Obviously, the family is concerned and would like to have more transparency and information,” said Brian McDaniel, Tatum’s attorney.

A DOC spokesperson did not immediately respond to a request for comment on the family’s concerns.

Five people died in custody of DOC last year from a range of suspected causes – from a stabbing to a fentanyl overdose to illness, according to the department’s website and the Office of the Chief Medical Examiner. In 2022, eight people died in DOC custody from a range of causes including drug overdoses, homicide, and suicide, reporting from DCist/WAMU found.

Tatum was at the jail awaiting sentencing for unlawful possession of ammunition and unlawful possession with intent to distribute fentanyl. He had been arrested less than a year after being released from prison under D.C.’s Incarceration Reduction Amendment Act, a law that allows people convicted of serious crimes when they were young to receive early release from prison after serving at least 15 years. This kind of rearrest is rare in the District: According to testimony from the Office of the Attorney General last summer, 93% of people released under the law since 2017 had not been charged with a crime. In testimony before the D.C. Council last year, other officials shared that two of the 155 people released early under the law had been rearrested for crimes against other people after returning home.
