Mark Lamont Clark, a former officer with the Metropolitan Police Department, had placed two people in prohibited chokeholds in 2018.

Police have not released body-camera footage yet, nor the name of the officer who fatally shot Kevin Hargraves-Shird. But the officer has been put on administrative leave, in line with MPD policy.

“We are talking about people from all around the country who have different perspectives, and some of those perspectives do not necessarily align with our values here in the city,” Police Chief Robert Contee said Wednesday.

The watchlist — which allegedly included reporters, activists, and attorneys — was allegedly aimed at limiting the disclosure of records that could embarrass the Metropolitan Police Department.

The suit alleges that officers followed, harrassed, and illegally searched a Latino man based on an unjustified suspicion that he was involved in gang activity.

The officers say they were physically assaulted and injured by insurrectionists that former president Donald Trump “inflamed, encouraged, incited, directed, and aided and abetted.”

Lucius Kearney, a veteran officer, faces a felony child sex abuse charge.

The new initiative comes in a year with the greatest number of homicides in the District since 2004.

This year’s homicides are up 12% from last year, which saw a 15-year high in homicides.
