Mark Lamont Clark, a former officer with the Metropolitan Police Department, had placed two people in prohibited chokeholds in 2018.
Police have not released body-camera footage yet, nor the name of the officer who fatally shot Kevin Hargraves-Shird. But the officer has been put on administrative leave, in line with MPD policy.
