It may be a first, but it’s a first that District voting rights activists have been waiting for and one which they are sure to celebrate — an international endorsement of their cause.

The Organization for Security and Cooperation in Europe, a 55-member regional security organization, is holding its annual meeting in Washington starting tomorrow, during which they plan on considering a resolution that expressly calls for the U.S. government to grant residents of the District voting representatives in Congress. This resolution comes on the heels of the report issued by the OSCE’s Election Observation Mission in late March, in which they directly addressed the District’s lack of voting rights.

In hopes of attracting the attention of the 300 some-odd delegates that will vote on the resolution, D.C. Vote, the D.C. Democracy Fund, the National Capital Area ACLU and other voting rights activists have planned a day of events which include a rally and a political art display on Freedom Plaza, located directly across from the J.W. Marriott hotel where OSCE delegates will meet. Starting at 7:30 a.m., activists and residents will meet and pitch their cause to delegates, while at noon they will unveil an art display featuring voting booths surrounded by barbed wire and emblazoned with signs bearing the message “DC Residents Keep Out! By Order of Congress.” And in keeping with the color themes that highlighted similar pro-democracy in the Ukraine (orange), Georgia (rose), and Kyrgyzstan (pink), activists are planning on announcing their own homegrown “Blue Revolution.” Activists also plan on heckling Senate Majority Leader Bill Frist (R-Tenn.), Speaker Dennis Hastert (R-Ill.), and Secretary of State Condoleezza Rice, all of whom are set to address delegates yet have never directly expressed support for District voting rights.

Not one to miss a good time or a newsworthy event, DCist will be on hand to witness the opening shots of the “Blue Revolution.”
