UPDATE (7:00 p.m.): According to Patrick Madden, WAMU reporter, Councilman Jim Graham is saying the intended target is the same target of a shooting in February that killed 18-year-old Lucki Pannell as she was sitting on her porch in Columbia Heights.
Earlier today, Ward 1 Councilman Jim Graham commented that the man shot and killed near yesterday’s Caribbean Carnival parade route may have been an innocent bystander. Three others were wounded during the shooting, which took place at approximately 5:03 p.m. near the corner of Georgia Avenue and Gresham Place NW. Although the parade had already well passed by, the area was most likely still busy with activity as parade goers were enjoying the day’s festivities.
Graham further noted that one of the wounded individuals was the likely target of what police suspect was a neighborhood dispute that is not connected with the parade or Howard University — three of the four victims were from outside the neighborhood.
In all there were at least 20 shell casings found as well as two firearms. “To think that somebody would fire these shots in that crowd, with all these police around, is just unbelievable,” said Graham to WTOP. On the other hand, with such large crowds, incidents seem to regularly occur around the carnival, which I doubt Graham will be crusading to shutdown anytime soon.
